2153 - Non-Curriculum Related Elementary School Student Groups
The District authorizes non-curriculum-related student groups to meet before, after school or during noninstructional time, subject to the approval of the principal. The limited public forum established by this procedure is subject to the following rules.
The principal will annually approve applications to form non-curriculum-related student groups that submit and affirm the following information prior to October 31st of each school year:
- The group is voluntary and initiated by students;
- A student may only submit one application per school year to form a student group;
- The group submits at least 5 student signatures stating their intent to participate in the group;
- The group secures a teacher at the school to monitor the students for safety purposes during their meeting times and to ensure parent permission has been granted to attend. Neither the school nor its staff will be a sponsor of the group;
- The frequency of group meetings will be subject to the availability of the monitoring teacher and space within the school building and will not exceed 10 hours.
- The group will not materially and substantially interfere with the orderly operation of the school;
- Students will be responsible for the direction, control and conduct of the group meetings. Guests must be registered and must not be regular participants;
- The use of District funds for other than incidental and/or monitoring costs will not be permitted to support the group;
- A teacher will not be compelled to monitor any group under this regulation;
- The group will comply with all applicable District regulations, including Regulation 3210—Nondiscrimination.
In the event the principal receives more than 5 applications that meet the above requirements, the principal will conduct a lottery to select 5 student groups to form.
The principal will be responsible for the assignment of a room for the meetings of approved groups. The principal may revoke approval of approved student groups that fail to comply with the above requirements.
