Transcript for April 2023 Community Update Video: 2023-24 Budget

Superintendent Heather Tow-Yick: Happy Spring. I’m Heather Tow-Yick, Superintendent of Issaquah School District, and I’m here today with Martin Turney, our Chief Financial Officer and Chief Operating Officer. Welcome, Martin.

Turney: Hello. Thank you.

Tow-Yick: Great to be here with you. So, let’s just have Martin introduce or reintroduce himself to the community. So, Martin, tell us who you are and why you're in public education.

Turney: Thank you. Yeah. Martin Turney. It’s my first year as CFO for the district and I've been with the district about 14 years. I have two children in the district that attend our schools. I’m very excited to be here as a first-generation college graduate. Education has been very important to me, and I’m just thrilled to be able to support people who are educating our kids every day.

Tow-Yick: Thank you. I’m so pleased to work with you and also to be able to do this video on our budget and our enrollment and our revenue outlook for the next couple of years. So, with that being the purpose of our time today, can you tell us just basically how does the budget work for a district?

Turney: Sure. We derive our revenues primarily from the state of Washington. For our current budget, that’s about 66% of our revenues comes from the state in general apportionment. That helps us do those day-to-day things like pay teachers and purchase supplies and all of those good things. We also get about 30% of our budget locally, a large part through our local levy. Thank you to the voters for approving those. That pays for things like the seven-period day at the high school, our safety and security staff and mental health supports and to a lesser degree we also get federal funding – it’s about 4% of our current budget. That goes to support low income students and Special Education. 

Tow-Yick: Thank you. So, enrollment is an important factor. So, talk to us about how our enrollment is looking for next year.

Turney: Well, for the past couple of years, the district has lost quite a bit of enrollment, about 1,600 students between the year 2020 and 2022. Coming into this year, however, we’ve leveled off quite a bit and we are looking at projections going into next year of about 1% decline. And then over the next five to eight years, we’re looking to stabilize and level off a bit.

Tow-Yick: Got it. So, leveling off, stabilizing. What does that mean for our budget next year and also or the next 10 years?

Turney: So, we’re going to have to make some adjustments for a very slight decline next year. Even though we're leveling off there is a slight decline. Over the next five to eight years, we’re going to be managing some small ups and downs. Being level doesn’t mean we’re exactly level. It means that are always some slight ups and downs and we’ll just need to adjust to those as we go.

Tow-Yick: So, what I’m hearing is expense management matters, both in terms of lining – aligning – our revenue and our expenses, which I think means that we are going to always look at what we invest in, what we need to reduce, what we need to right-size and where we need to course-correct. Is that right?

Turney: That’s absolutely right.

Superintendent Heather Tow-Yick: Greetings, Issaquah School District Community. It’s Heather Tow-Yick, your superintendent, and I’m here with Sydne Mullings, the School Board President, and I’d like her to introduce herself and share about why she’s a School Board member. 

School Board President Sydne Mullings: Thanks for having me today. I’m Sydne Mullings. I’m the current President. I’ve been a School Board Director for four years, and I’m just excited to join with my peer board members and with you, to make sure we’re providing the best and most supportive environment for all of our kids.  

Tow-Yick: Amazing. We’re so lucky to have Sydne. So, today, we’re going to pick Sydne’s brain about a component of the Strategic Plan, which is a vision. So, let’s just kick it off and say, Sydne: What is a vision, and why is it important? 

Mullings: A vision is a formal declaration of our future aspirations – our long-term goals. It should be short and concise, and it should be really clear so that all of the members of the community can rally around it and all row in the same direction. 

Tow-Yick: Got it. So, we already have a district Mission and district Goals (which we call the Ends). So, I’m going to read our district Mission, and ask you a question. Our district mission reads as: “Our students will be prepared for and eager to accept the academic, occupational, personal, and practical challenges of life in a dynamic global environment.” Sydne, if we already have a mission and district goals as what we call The Ends, why do we need a mission – I mean, why do we need a vision? 

Mullings: I think our goal is to come together and do something a bit more aspirational – a bit more future-looking with our vision that certainly will tie to that mission. As a board, we’ve gotten together. We’ve gotten a lot of input and facilitation by you, which we greatly appreciate; and gotten a lot of input on what that vision could be. Where we landed at our retreat in the last month was as follows: "Issaquah School District students thrive as they engage in meaningful learning that unlocks their passion and potential ..." And so, our hope is to figure out how do we tie that very future, aspirational goal with the mission that we currently have? 

Tow-Yick: That’s amazing, thank you. I’m so inspired by that, which I think is the outcome of what a vision statement should be. 

Mullings: Absolutely. 

Tow-Yick: So, as Sydne said, on behalf of her and the board, the board is asking for your input. We will be launching a ThoughtExchange, and it will be open until March 15. Then, after that, the board will consider all that input and then adopt a vision statement for the school district on March 23. Sydne, thank you so much for your expertise today.

在我看来，战略计划有三方面益处：

• 首先是优先排序。我们每次做预算，把财务理清楚的时候（实现正确规模、设定正确方向），我们需要进行优先排序，这样我们就能使战略计划支持一系列各种重点活动和行动。
• 其次，发挥优势。每天，教师们在教室里、在教学、在与同学们的关系中，展现出了不起的天赋。我们有很棒的运营支持和一系列项目，帮助激发每一位孩子的兴趣和激情，但是我们知道，不同学生群体的结果有差距。我们将发挥我们的优势，解决这一差异，我们必须做到这一点，确保每一位学生每一天都在学习进步。
• 第三，协调一致。我们一起奋力前行的方向只需要一个，每个人都需要非常清楚这个方向指向哪里，以及我们为什么做出某些选择。我们的优先重点与第一个100天的结论非常相似。这些包括：

Community Update, February 2023

Welcome to 2023! It’s been seven months since I first started as your superintendent in Issaquah School District. I’m really excited to share that I'm still learning and listening and getting a ton of new information every single day from the schools that I visit, from the meetings I have with different constituent groups and from just hearing every single person’s individual experience, both the memorable experiences and the educational journey as well as the ways that we can improve. I look forward to continuing to gather that input. Thank you for those gifts.  

Today I want to talk about strategic planning and update you on where we are. I’ll share what a strategic plan is, what the benefits are, how it fits into our work and some next steps for continued engagement and input from you. 

First of all, what is a strategic plan? It is our best chance at winning and achieving our vision and mission, full stop. It is a set of intentional priorities that allow us to focus our time and our effort. It is a set of goals and metrics that allow us to measure what we're doing and to monitor our progress, to know whether that's working. And finally, it’s a set of strategies that support all of that work to move forward.  

The benefits in my mind are threefold: 

• First, it’s about prioritization. We need to do that work so that as we engage in our budget cycle and get our financial house in order – as we right-size and course correct – that we will be able to align that work in support of a varied set of focused activities and actions.  

• Second, utilizing our strengths. We have incredible gifts in our teachers every day in classrooms and instruction and relationships. And we have incredible operational support and a variety of programs that help spark every single child’s interest and passion, but we know we also have uneven outcomes for different student groups. That disproportionality is something we will address by leveraging our strengths because it’s something that we have to do to ensure every single student is learning every single day. 

• Third, cohesion and alignment. We just need to have one direction that we’re all going in and everyone needs to be very clear about what that direction is and why we’re making certain choices. Our priorities are very much similar to what came out of the findings from my First 100 Days. There will be:  

  • A focus on student well-being. 
  • A focus on relevant and engaging academic experiences. 
  • A focus on ensuring that our staff are thriving. 
  • A focus on operational effectiveness and efficiency, and finally,  
  • A focus on authentic engagement – something that we’ve been doing throughout the past seven months, and I want to continue to do in a better way.  

For me, it’s about a “North star” vision and that really is about ensuring that every single student has a memorable and purposeful and rich learning experience as well as having their passion sparked through various activities and content that they are engaging in.  

We will have many opportunities for input and engagement beyond today. Look out over the next two months for different ways that you can provide your input, either through a ThoughtExchange or through an opportunity in person. I look forward to hearing from you and I look forward to seeing you out in schools.

¡Bienvenidos al 2023! Han pasado siete meses desde que comencé como su superintendente en el Distrito Escolar de Issaquah. Me emociona compartir que todavía estoy aprendiendo y escuchando y obteniendo mucha información nueva todos los días de las escuelas que visito, de las reuniones que tengo con diferentes grupos constituyentes y de escuchar la experiencia individual de cada persona, tanto las experiencias memorables y el viaje educativo como las formas en que podemos mejorar. Espero continuar reuniendo esa información. Gracias por esos obsequios.

Hoy quiero hablar sobre la planificación estratégica y actualizarlos sobre dónde estamos. Compartiré qué es un plan estratégico, cuáles son los beneficios, cómo se adapta a nuestro trabajo y algunos pasos a seguir para la participación y sus comentarios continuos.

En primer lugar, ¿qué es un plan estratégico? Es nuestra mejor oportunidad de ganar y lograr nuestra visión y misión, punto final. Es un conjunto de prioridades intencionales que nos permiten enfocar nuestro tiempo y nuestro esfuerzo. Es un conjunto de objetivos y métricas que nos permiten medir lo que estamos haciendo y supervisar nuestro progreso, para saber si está funcionando. Y finalmente, es un conjunto de estrategias que respaldan todo ese trabajo para seguir adelante.

En mi mente, los beneficios son tres:

• El primero se trata de priorizar. Necesitamos hacer ese trabajo para que, a medida que nos involucremos en nuestro ciclo presupuestario y pongamos en orden nuestra casa financiera, mientras adoptamos el tamaño correcto y corregimos el curso, podamos alinear ese trabajo en apoyo de un conjunto variado de actividades enfocadas y acciones.
• El segundo es utilizar nuestras fortalezas. Tenemos dones increíbles en nuestros maestros todos los días en los salones de clase y la enseñanza y las relaciones. Reflecting on Superintendent Tow-Yick's First 100 Days 

Greetings from Newcastle Elementary School, on what looks like to be the first snowy day of the school year. [Editor’s note: This video was filmed on Tuesday, Nov. 29, when snow was falling throughout the school district]. 

We made it, and I made it as Issaquah Schools’ new superintendent, and I’ve completed my First 100 Days here. I’m really excited to continue that work, and build upon what I’ve learned. It’s been busy. I’ve been learning, listening and engaging. I’m going to tell you more about what I’ve done, what I’ve heard from you all, and some themes I’m taking away. 

First and foremost, I met with over 125 students through the ASB, and I even shadowed a student at Skyline High School. Additionally, I met with over 100 family and community members through different group meetings and events, and had an opportunity to hear from many of you in different ways through public comment at School Board meetings, through emails, and from the ThoughtExchanges. 

I have been to every single operational, school and program site in this district, and many sites more than once. Through all of that opportunity and several different professional development events, staff meetings and team meetings, I’ve been able to get to know as many staff as possible in our district to see the gifts that they bring and the unique strengths that they each have. I’ve also met with over 50 administrators one-on-one to get a sense of why they work here, why they love the Issaquah School District, and why they are working in public education. 

Our Financial Outlook 

We rank in the bottom third of 300 Washington state school districts for per-pupil funding. That means there are 200 many more districts ahead of us in the amount of per-pupil funding they get that’s above and beyond what we get. So, we have to do more with less, and that is an important concept as we think about our financial outlook and as we project into future budget years. 

Your Goals and Hopes 

Finally, I’ve heard from you all that you want your child to have an excellent education that sets them up to be an adult who is thriving, confident and competent as they contribute to the world beyond and society. [I heard] you are grateful for all the staff members and teachers here who have created and forged a strong relationship with you, with your child, and it helps ignite their passion and supports their learning. So thank you for all of that. 

Themes from Our Community 

There’s some specific things that I heard from you all in some of our questions around ‘What should the district start, stop or continue?’ First and foremost is rooted in relationships. You want us to continue to develop and foster strong relationships between teachers and students; staff and students that promote our students’ interests, academic, and social-emotional well-being. We will plan to do that, and I know that our team and staff are very committed to that. You also want us to continue to focus on safety through the lens of student whole-child well-being. That includes both mental health resources, behavioral and health supports, social emotional learning, and deep care for each child and their unique personality and gifts that they bring.  

You also want us to continue to be excellent in our academic programming and to hire great teachers and staff so that we can support all of our students from all angles and foster their specific academic interests and passions. 

Finally, you want us to take a hard look at our effectiveness and our efficiency of both how we staff and what we do for programming and additional supports. This is very important as we take a look and balance both what is needed for each of our kids’ unique learning needs and also what is having an impact. 

I feel like I’ve made it this far, which is great, but I have much further to go to continue to listen, to learn, and engage. I’m excited to build upon this foundation that I’ve already started and embarked upon. 

Strategic Planning Themes 

I have four important themes that I’m taking away as I move forward in setting short-term budget priorities and the foundation for our strategic plan. The first one is around equity, inclusion and access. We are unwavering and doubling down on our efforts to increase and foster cross-cultural competence, communication and collaboration. That also includes how we think about unique learner profiles that exist across the district, including students with individualized education plans. 

We receive very little funding to support special education, and it’s very important for us that we continue to advocate to get more resources for our students with special needs. I also want to continue and foster continued and growing engagement with the community. I want to think about – and I heard this from all of you – how we can ensure that we have more diverse and representative voices of our families and our students, and that does include student voice. We find that we are able to reach one part of our community consistently through the different ways that we are currently engaging, but we need to think differently about that to create more access and opportunity for different perspectives to add their lens and their stories to the fabric of how we’re making sense of what’s needed in our district and what’s great about our district. 

We also want to continue to hire and attract diverse and great staff and teachers. We know we have excellent teachers and wonderful staff and we want to continue to promote and support having excellent people in front of our kids and you all every single day. 

Finally, I want to just share that we have this incredible commitment to the well-being and safety of our children from all angles. It’s very important that we continue to focus on social-emotional learning for all that is relevant. I heard that specifically from our high school students, and also that meets the needs of the varying levels of support ranging from behavioral health as well as mental health for all of our students.  

With that I would say have a happy November, have a happy December. You will see more information about what I have shared on the website, and you can expect to hear more from me about other next steps as we look to short-term budgeting and strategic planning in the new year. Thank you so much.

Reflexión sobre los primeros 100 días de la superintendente Tow-Yick

Saludos desde la Primaria Newcastle, en lo que parece ser el primer día de nieve del año escolar. [Nota del editor: Este video se filmó el martes 29 de noviembre, mientras nevaba en todo el distrito.]

Lo logramos, logré ser la nueva superintendente de las escuelas en Issaquah y acabo de cumplir mis primeros 100 días. Me entusiasma continuar este trabajo y construir sobre lo que he aprendido. He estado ocupada. He estado aprendiendo, escuchando y participando. Les contaré más sobre lo que he hecho, lo que he escuchado de ustedes y algunos temas que llevo conmigo.

Antes que nada, me reuní con más de 125 estudiantes del Cuerpo Estudiantil Asociado (Associated Student Body, ASB) e incluso estuve acompañando a un estudiante de la Preparatoria Skyline. Además, me reuní con más de 100 miembros de las familias y de la comunidad en diferentes encuentros grupales y eventos, y tuve la oportunidad de escuchar a muchos de ustedes de diferentes maneras a través de comentarios públicos durante reuniones de la Junta Escolar, por medio de correos electrónicos y de ThoughtExchange.

Acudí a todos los sitios operativos, escolares y de programas en el distrito, y a muchos otros sitios más de una vez. Gracias a esas oportunidades y varios eventos de desarrollo profesional, reuniones con el personal y el equipo, pude conocer a la mayor cantidad de miembros del personal posible en nuestro distrito a fin de ver los dones que aportan y las fortalezas únicas que cada uno de ellos posee. También me reuní de manera individual con 50 administradores para tener una idea de por qué trabajan aquí, por qué aman el Distrito Escolar de Issaquah y por qué trabajan en la educación pública.

Nuestro panorama financiero

Nos encontramos en el último tercio de los 300 distritos escolares del estado de Washington en cuanto a financiamiento por alumno. Eso significa que hay 200 distritos más adelante que nosotros en cuanto al monto de financiamiento por alumno que reciben y que está por encima de lo que nosotros recibimos. Por último, desean que revisemos con atención nuestra eficacia y eficiencia en la forma en que contratamos al personal, y qué hacemos con la programación y los apoyos adicionales. Greetings, everyone. I’m coming to you today from Beaver Lake Middle School and I want to share an update about my first impressions from our Community Forum last week. Our Community Forum was held so that I could get – and we could get as a district – the perspective and experiences of each participant to start to identify trends across the community and to start to gather information that will inform our planning and our priorities as we move into next year.

One of the best things about the Community Forum was I heard incredible support, love and appreciation for all of our staff, which was great because we actually had many teachers that were participants as well. One parent told us their child said to them that the best thing that’s ever happened to them was school itself.

I also heard incredible appreciation for the diversity of the different offerings that we have for students to explore their interests, grow their passion and show their academic and life skills in lots of different ways. For example, here, I’m at the CTE classroom at Beaver Lake Middle School. Parents and family members and stakeholders wanted us to continue to support that, because as they think about the future of their children and their students, and they want them to have as many options as possible.

As they think about the future, they want our students to be confident and happy in who they are and in what they choose to do. It’s very important for our students in the future to be able to problem solve, to resolve conflict, to be socially-emotionally resilient and able to help others in their journey in being well people and contributing to society.

The final thing that I heard was really about different things the district could start to do, or to do differently, or to grow and continue. That ranged from providing more mental health supports for our students, but it also included an effort for us to continue our pathway to inclusion and greater support for each and every learner in their own way.

With that, I will say that our Community Forum itself was an inclusive environment. We ensured that we had Spanish interpreters and a Mandarin interpreter, to be able to work alongside our Spanish speaking families and stakeholders while we were also delivering content in English. So we were all together, accessing information at the same time but in different languages.

So, there’s more opportunity for you to give feedback. We will be running four ThoughtExchanges simultaneously, with each of the questions that we asked at the Community Forum. I hope that you fill it out. It will be important additional information, and allows people to see each other’s ideas and through the ThoughtExchange, start to add on to that and/or contribute to an idea that currently exists. Saludos a todos. El día de hoy me presento ante ustedes desde la escuela primaria Beaver Lake, desde donde me gustaría compartirles una actualización sobre mis primeras impresiones acerca de nuestro Foro de la comunidad que tuvo lugar la semana pasada. Se celebró nuestro Foro de la comunidad con el fin de conocer, juntos como distrito, la perspectiva y las experiencias de cada participante, así como identificar las tendencias a lo largo de la comunidad y reunir información que auxiliarán a nuestra planificación y prioridades conforme avanzamos hacia el siguiente año.

Uno de los mejores aspectos del Foro de la comunidad fue que presencié el apoyo, amor y apreciación increíble de todo nuestro personal, lo cual fue genial, ya que también tuvimos muchos maestros como participantes. Un padre nos platicó que su hijo les dijo que lo mejor que le ha sucedido fue asistir a la escuela misma.

Asimismo, escuché una apreciación increíble por la diversidad de las diferentes ofertas que tenemos para los alumnos con el fin de explorar sus intereses, desarrollar sus pasiones y demostrar sus habilidades académicas y personales de muchas formas diferentes. Por ejemplo, este lugar: me encuentro en el salón de clases CTE en la escuela primaria Beaver Lake. Los padres, los familiares y los accionistas quieren que continuemos con estos apoyos, ya que, a medida que piensan en el futuro de sus hijos y alumnos, quieren que tengan tantas opciones como sea posible.

Conforme piensan en el futuro, quieren que nuestros estudiantes ganen confianza y felicidad en quiénes son y en lo que decidan dedicarse. Nos aseguramos de contar con intérpretes de idioma español y mandarín para trabajar junto con nuestras familias y accionistas de habla hispana mientras les proporcionábamos el contenido en inglés. De esta forma estuvimos juntos, con acceso a la información al mismo tiempo pero en diferentes idiomas.

Ustedes cuentan con muchas más oportunidades para compartirnos sus comentarios. Transcript of the video “Day 50 with Superintendent Heather Tow-Yick" 

Hi, it’s Heather, Issaquah Schools Superintendent. I’m coming to you live from The Garage, which is in downtown Issaquah and serves high school students and teens to be safe, welcoming and grow their passion. This place represents to me the really important core values that I’ve been seeing in our schools around “voice and choice” and strong and healthy relationships. 

In this First 100 Days that I’ve been out in schools, I’ve been in 26 schools and all of our service sites in the first couple weeks of the school year, which is an incredible feat and I feel very inspired by. I’ve seen incredible opportunities for our teachers to build relationships with their new students, to build relationships between students. I’ve also seen that not just in classrooms but beyond, on buses, on playgrounds, in the cafeterias. So, I want to thank all of our staff for really focusing on the joy of what it means to be in school for our youth, and to promote and foster that. 

I also have seen incredible voice and choice within our schools. Flexible seating, sensory lighting, opportunities to express yourself in different ways. I want to say, please continue with that work, because all of our students have very unique ways of learning and contributing, and we want to feel affirmed in their learning journey. 

(I’m) still learning myself, speaking of learning, and I want to share that I look forward to some opportunities to engage more directly. We are doing a Community Forum on October 20 at the district office [5150 220th Ave. S.E., Issaquah] from 5 to 6:30 p.m. and I look forward to connecting with you then.

Hola, soy Heather, la superintendente de las escuelas de Issaquah. Instructional Technology Specialist Aly Rumberger: Thank you. It’s so good to see you all – twice this week.  

I think the topic is really important because in Issaquah, we’re so fortunate. We have so many digital tools at our fingertips, but we really want students to own their learning and to make really thoughtful choices about the tools they’re using. 

Second grade teacher Margery Gerrity: I have a student from Denmark and it’s kind of puzzling because she can speak so well, but we went to write, and she can’t – well she believes she can’t write. To make a long story short, I discovered they speak English at home. She did have the year, kindergarten, in Texas and then moved to Denmark. And she had to learn to write in Danish for the past year and half, which was challenging. Now she’s here starting all over again and very frustrated. So, Aly had a great idea about Microsoft Word’s “Speech-to-Text” that she can (use to) produce a document and see how the words come out so she’s at least seeing the text with it. I’m excited, we’ve got a plan. 

Rumberger: Learner variability is not the exception anymore. It is the norm. Our classrooms are full of students who have different needs and different strengths and talents and passions. Our job as educators is to respond and meet the needs of all of our students.  

Kindergarten Teacher Tara Peterson: I think this training is going to benefit us because we’re getting to learn about more tools that we have access to and maybe ones that we wouldn’t use otherwise. It’s kind of about broadening our horizons to all the different technology we offer and giving us a chance to collaborate to see how we would use that in our classes. 

Rumberger: I think the question now is “What are we doing with technology?” That’s the equity piece. This tech levy has helped us solve the equity in access to technology, but now, how are students using it? When you see students who are able to have a barrier to their learning eliminated because of technology or able to become very passionate about a topic and want to share it because they’re really excited about the platform – that shows that this matters and that this work is meaningful for students and is providing them opportunities.  

Kindergarten Teacher Michelle Moon: I think that many of these parents haven’t had their kids leave them yet. They’ve been with their families nonstop especially through COVID, so it gives them peace of mind of what’s happening and like helping them socially and emotionally understand how their kids are doing in the classroom. Also just giving them a picture or a piece – many of these families have just moved here – and so giving them a piece of what it looks like in an American school, what we’re doing helping their kids learn. 

Rumberger: I’ve seen teachers do amazing things by offering students choice and how to demonstrate their learning where one student might choose an oral presentation, another might choose a PowerPoint. Another might choose to create a digital book. Those all resemble the real world, and they help our students identify and leverage the talents that they bring and show those to a meaningful audience. 

Keegan: This is just the first night, but already coming around, hearing so many great things about baby steps you can take or bigger ideas – I love the collaboration. I loved seeing “Ooh that’s something Aly can come in and co-teach with you” or teach your class how to do or just plan with you.  

Rumberger: For teachers to just have time to really think about those tools and think about what they’re going to bring into their instruction to provide that rich experience for students, (it’s) really important.
