Referral for 1st & 3rd - 12th Grade

New Student Referral

   New Student Referral: Due within ten (10) school days of enrollment date.

NEW STUDENT REFERRALS ARE NOT ACCEPTED FOR INCOMING 2023-2024 KINDERGARTENERS OR SECOND GRADE STUDENTS AS THEY ARE UNIVERSALLY TESTED IN THE SCHOOL YEAR.

How to refer a student:

  •   All referrals will be screened to determine possible eligibility for the Highly Capable Program. 
  • The referring individual must submit copies of prior school-based testing, assessment, and report card information to inform the screening process (results from private testing agencies and/or individuals will not be accepted).
  • You may attach additional pages to this referral form and send them to our office via mail to the Highly Capable Program Office: “Issaquah School District - 5150 220th AVE SE, Issaquah, WA 98029” OR email the Highly Capable Email address: highlycapable@issaquah.wednet.edu. 
  • It is the referring individual’s responsibility to provide the evidence requested above to show that the student is likely highly capable. 
  • If sufficient evidence is not provided then eligibility testing will not be offered. Please note, additional information/documents provided will not be returned.
  • If your student is selected for eligibility testing, you will be notified via email. 
  • Students who meet the screening criteria will be assessed prior to the beginning of the next school year.)

How to submit evidence:

It is the responsibility of the referring individual to submit evidence showing that the referred student is potentially highly capableAll referrals will be screened. Some will be invited to test.
 

Examples of evidence that is accepted include but are not limited to any or all of the items listed below:

  • Prior school based or state testing.
  • Standardized assessments.
  • Report cards.
  • Gifted/Highly Capable eligibility and placement letters from previous district.

Teacher recommendations and private testing done by psychologists and paid for by the family are not considered.

ATTENTION: You MUST press the SUBMIT button in order to send this referral to the Highly Capable Program office.  After pressing SUBMIT you will immediately see a screen that confirms that the referral was submitted and you will receive an email with a copy of your referral to the email address you provided.

Sign up to for the Issaquah School District's Bulletin to received information on when the September Referral Window will open for the 2023-2024 school year.  The below information is for historical purposes and will be updated in August 2023.

What if I still have evidence to submit for the referral?

For referrals completed online by the deadline of 4:00 PM 9/15/22, evidence will be accepted up until 9:00 am Monday Sept. 19.

Who may refer students to the Highly Capable Program?

Family members, community members and school staff may use this form to refer students to the Highly Capable Program.

Who is eligible to be referred?

  • Students enrolling for the first time in the school district.
  • Currently enrolled students for whom more than one year has passed since the last time they tested.
  • Students re-enrolling who have not tested previously or for whom more than one year has passed since they last tested in the Issaquah School District.

Who is not eligible to be referred?

Referrals are not accepted for:

  • Students who were tested for the ISD Highly Capable program in the past year.
  • Students already identified for the Highly Capable Program and being served.
  • Kindergarten students because they are universally screened in November.
  • Second grade students because they are universally tested in second grade for placement in third grade.

What is the process and timeline?

  • 9/16 - 9/23:  All referred students will be screened by the district's Multidisciplinary Selection Committee.  
  • Week of 9/26: Screening decisions emailed to families. Make sure your primary email address in Family Access is current and check your spam folder before contacting the Highly Capable Office.
  • Testing Saturday 10/1 and Saturday 10/8 from 8:30 to 12:30 at the ISD Administrative Building. 
  • Eligibility and placement decisions can be expected via email early December.
  • Students will begin receiving services as soon as results are communicated to families and Permission to Place forms have been submitted for eligible students.

Other Testing information:

  • Assessments used to determine eligibility are the Cognitive Aptitude Test (CogAT), The Torrance Test of Creative Thinking (TTCT) and i-Ready Math and Reading. The i-Ready is replacing the IOWA Achievement test for elementary students beginning this year as the content assessment. Secondary students will continue to use the IOWA Achievement Test.
  • The CogAT and TTCT are paper and pencil tests and must be mailed to the test vendor for scoring.
  • i-Ready is administered by the classroom teacher during the school day.
