Referring Your Child for Special Education Services

Every child deserves an education that supports their learning style and needs. If you believe your child may need special education services, you have the right to request an evaluation.

What Is a Special Education Referral?

A referral is a written request asking the school to evaluate your child for special education services. This request can be made by a parent, teacher, or other person familiar with the child. You don’t need to fill out a specific form—any written request (including email) will start the process.

What Happens After a Referral?

Here’s what you can expect once your referral is received:

Step 1: Review of Information (within 25 school days)

After receiving your written request, the school team will gather and review information about your child—this may include school records, input from teachers, health history, and information you provide as a parent. At the end of this review, the school will let you know in writing whether they will move forward with an evaluation.

Step 2: Consent for Evaluation

If the school decides to evaluate, they will ask for your written consent before starting. No testing can begin without your permission.

Step 3: Evaluation and Eligibility (within 35 school days)

Once you give written consent, the school has 35 school days to complete the evaluation and determine if your child qualifies for special education services.

Step 4: IEP Development (within 30 calendar days)

If your child is found eligible, the IEP (Individualized Education Program) team will meet to create a learning plan that supports your child’s needs. You’ll be an important part of this process, and your consent is required to begin services.

Step 5: Services Begin

After you agree to the IEP, services will start as determined by the IEP team.

Referral for Special Education

Individualized Education Plan (IEP)

An IEP is a personalized plan that outlines goals and support for a student in special education.

• Initial IEP – Created before a student begins special education.
• Annual Review – Updated yearly to track progress.
• Amendments – Can be made anytime if changes are needed.
• Progress Reports – Provided with report cards (e.g., at the end of each trimester for elementary students).

The IEP ensures each child gets the right support to succeed.

Individual Education Plan (IEP)

The Issaquah School District's Child Find Program is designed to locate and offer assistance to infants, toddlers, preschoolers and school-age children, between the ages of birth and 22, who may have developmental delays or learning problems. Early identification of problems can make a big difference in a child's future school success.
